⢠appreciate how adult social care is developing and how this will impact on commissioning;
⢠understand the emerging role of local authorities.
The development of commissioning in adult social care
Whilst commissioning for adult social care is similar in many respects to that found in other sectors, it differs in that it operates at more than one level. The Care Services Improvement Partnership (2006: 2) identifies a dual emphasis, firstly micro-commissioning in respect of individuals and secondly, at a strategic level, shaping the local care market.
Commissioning, in the context of personalisation, has been defined as working together with citizens and providers to support individuals to translate their aspirations into timely and quality services which meet their needs, enable choice and control, are cost effective and support the whole community (In Control 2009: 1). In Control outlines three levels of commissioning: strategic, operational and citizen (In Control 2009: 2). Strategic commissioning includes area-wide and regional-level commissioning whilst operational commissioning focuses on making care services work in a locality and supporting citizens to commission. Citizen-level commissioning refers to citizens who direct their own care and support.
